He did not write it because the protocol existed specifically to prevent that kind of reasoning. The committee's function was to evaluate events, not submitters. The protocol did not include a field for "How well do you know the submitter" or "What does their word choice tell you about their confidence level" or "Has this person's judgment earned a different prior."
Kessler watched from the fourth row. This would take months. At the end of those months, the event would either survive every test or it wouldn't. The process would not be influenced by Priya's eleven years of silence.
